His Majesty George III, the King of Great Britain has made upon this day a demand of valour in a most righteous war. The ignoble imperialist that is Napoleon of France is to lose his unholy grip on Spain, A nation that could be called as proud as ours.
It is hence my duty, Peter of Monmouth, Lord High Quartermaster to relay to you the King’s request of monetary support in this endeavour. Given the likely high cost of this conflict, any gentleman (and in an almost outrageously progressive move, any
lady) with funds befitting them should donate what they can to the military of our sovereign island.
Those that do will be entitled to the ownership of a regiment (or sea fairing vessel) & hence the right to name said unit as they wish, & that fighting body will carry that person’s honour ever higher.
The construction of the expeditionary forces to follow these donations will consist of:

There will also be a chance that Spanish domestic fighters will support our invasion & will also need funding:

I will say that the construction of an army or navy is up to the general or admiral in question. Some are a tiresomely rowdy bunch, & are worthy of words I will not say. This a Napoleon: Total War expansion and CGF is doing a Let's Play of it. You can name units in this game and he is inviting forumers to become units in game as he fights the French in Spain and Portugal during the Napoleonic Wars.

My position as Lord High Quartermaster is a new one, that answers both to the King & to Parliament. It is in an unusual position that is not completely involved in either branch of government. I am personally responsible for the supply, recruitment, upkeep & overseeing of all active military or naval units over which we hold dominion.
I will follow the generals & admirals closely in this campaign. Although I will not have direct authority over them, they will walk the line if they wish not to displease me & lose their funding; the sinews of war are infinite money.
My first expenditure has been undertaken; the first land regiments have been commissioned & have spent the last few months in training. Just yesterday, I personally went to Salisbury Plain to observe a handful of our benefactors possessions.
Lord Suckerton's Heavy Suckers were the first I saw in action:
For now the crew are training with the lighter 6-pounders, & are shaping up to be a fairly effective support group. The Colonel in charge has told me that now & then some fool will blow himself up though, of which I was "lucky" enough to see.
Gunners Bevin, Commerton & Ledwich were attempting triple-time with their fire rate in an attempt to impress me. They possibly thought I might permit them double rations or something along those petty lines. Well, they recieved a double helping iron to the gut. They were Irish, which explains it somewhat.
After a light luncheon, I continued the afternoon eyeing up Lord Cocksworthy's Flush Fusiliers.
'Some stout fellows in that bunch. Very Germanic in appearance, I am told a good dozen or so are Prussian ex-patriots. They appear to follow an aggressive old dog, Schuster, who liberally pigeons his English, yet he still commands enormous respect among them.
Some musket drills highlighted some problems with the younger ones getting the powder balance right, but these problems can be ironed out. If not, Schusters eagerness to grab a nearby recruit's weapon to show him personally how to charge & stick a sack of hay means that I doubt they will need much ammunition with his styles.
Light Infantry training for the day (involving William George DeVine's Armagh Bandits) was mostly fitness & endurance based. I could never tie them down for an enquiry or two, fast & impetuous as they were.
Early evening tea preceded the final hours of the day's exercises with some monstrous dragoons, Mr 101s Screaming Eagles.
Although the title "dragoon" still suggest that these men dismount to fight on foot, that practice has become archaic hence these men are trained as heavy shock cavalry.
Trooper Hays clearly did not enjoy his foot drills:

He is rather progressive for a Tory Prime Minister, supporting the abolition of slavery & the Catholic Emancipation. A family man, with charitable leanings, he fully supports the war against Napoleon.
The Second, Secretary at War Robert Jenkinson:
Quite the opposite to the PM, a harsh authoritarian, highly opposed to Catholic emancipation. It remains to be seen how his imperatives may sway the direction of the armies in Spain, especially regarding how possible local populace unrest is dealt with.
Charles Yorke, First Lord of The Admirality:
Will push heavily for Naval over Land force spending, but I believe that the campaign will only see a handful of naval engagements (although very decisive) & an awful many land ones. Ships are damned expensive.
Finally, The King himself, George III:
Is as of now hopelessly insane, leaving his son George IV:
as Prince Regent. This is depressing, but also means that His Majesty's influence over the Cabinet is highly diminished, further increasing the possible effect of party politics on my beloved Treasury.
I say my Treaury as I have veto juristiction over obstructions with regard to pure monetary amounts I need given the state of war, so that is less of a problem.
On checking the books, it appears we almost have enough beneficiaries to fund 1 decent army group. I will suggest a despatch to reinforce Portugese defenders at Lisbon when I see enough for 2. I will also need to find the right few generals and a good admiral for the expeditionary fleet.
It is now January 1811, I wish to have the first fresh troops on the ground in Portugal by March.
It is now 20th March 1811. Army Group Lisbon has landed, & is to rally not far to the North. None other than Arthur Wellesley leads them:
He is a man with worldly command experience from The Netherlands, to India, to Denmark. A great instiller of discipline, with a petty tyrannical streak, his troops nonetheless are always combat ready when he demands. He was the man that instructed the creation of a grand series of fortifications, redoubts, gun platforms and emplacements that ensure that Lisbon is nigh impossible to attack by land, The Lines of Torres Vedras.
Army Group Lisbon consists of:
Flush Fusiliers Line Infantry 2 Battalions
Roaring Lads Line Infantry 2 Battalions
Armagh Bandits Light Infantry 1 Battalion
Royal Engineers Monmouth Light Infantry 1 Battalion

Sections may be added to each unit as befits operational requirements & cost benefits.
While we have a port with our strong ally of Portugal, further south in Gibraltar is where we have direct control. A good garrison of infantry, cavalry & some light guns are there. The majority of the fleet that brought the army to Spain has returned to Plymouth, but a small expandable fleet of 2 ships remains stationed in the straight:

I will most likely recommend 3 or 4 (at most) extra line ships, to defend the critical supply line linking Gibraltar, Lisbon & The British Isles.
The offensive should not be taken with the fleet as of yet, for we have no idea what the Mediterranean is hiding with regards to French vessels.
Local espionage agentry is provided by Messers Daniel Cole, in the south, & Aston Leake, just east of Wellington’s current position.
Local reports remain sketchy at best, for the time being. I believe The Duke will use discretion in his movements until a second army can arrive to cover his flanks.
An advisable first objective would be to push north to Coimbra, as its port will mean fresh troops will arrive at the front line, as opposed to hundreds of miles southward.
