There was a Marvel Comics crossover that started some time back where the various heroes started fighting amongst themselves over a superpower version of the PATRIOT Act. Marvel's website had these Civil War logos that said "I'm with Iron Man" or "I'm with Captain America" that people could download.
What you see is a parody of that that has long, long outlived its comedic value.

Marvel Comics has an event called "Civil War" which involves a superhero-registration bill being passed that requires all of the superheroes in America to work for S.H.I.E.L.D.(basically a global peacekeeping force that is all but owned by America) and reveal their secret identites to the government.
Some heroes are for it, and some are against it.
Someone, either at Marvel or at the newsarama forums, created signiture images for use there. The originals were Captain America with "Civil War. I'm against it." and Iron Man with "Civil War. I'm for it." or something.
Since then, it's been adapted to a wide variety of uses and memes.
