So I have an old ass CRT monitor. A kds xflat xf-7b to be precise. I have a radeon hd 4850 video card. I recently downloaded the most recent drivers for the card, and when I reboot, my monitor flips out and says "frequency out of range, try other resolutions." I have tried everything I know to try, I can't change the refresh rate, it's hard locked to "hardware default", I downloaded the monitor driver, I set the resolution to 640x480, it keeps doing it. I can access it fine from safe mode and when I uninstall the driver, but otherwise it's the same thing. I'm running win7 64 bit, if that helps.
If I understand correct you have tried the uninstall-reinstall drivers move already. Then I can think of two things to try.
1. Uninstall the monitor drivers, shut down computer and disconnect the monitor from the computer (note shutting down the monitor is not enough). Then reboot and when you're sure Windows is completely up and running then connect the monitor. This may make Windows think there is a new device and then fix the issue.
2. Find an older graphics driver and see it if changes things.
Finally there is also a the support at AMD and I also think there is a forum, it may be you have simply run into a bug they need to fix.
