In August my wife and I moved into a new apartment complex. The buildings are only two stories so we're fairly close to where all of the cars park being on the second floor.
Earlier this month, an older silver Pontiac's car alarm has been going off almost every morning/night between 1AM-4AM. We have no idea who's car it is since we've never seen anyone driving it or get in/out of it. We contacted our complex managers and they said that they would see if they could find out who the car belonged to.
A week later the car alarm is going off consistently every night for five minutes between 1AM-4AM. That fact that it goes for 5 minutes makes me think that the person who owns the car doesn't realize that their alarm is going off. Last week I left a note the following evening that read:
"PLEASE FIX YOUR CAR ALARM. IT GOES OFF ALMOST EVERY NIGHT AND WE'RE ALL TRYING TO SLEEP.
SINCERELY,
EVERYONE IN A 2 MILE RADIUS"
This week the alarm continues to go off each night. What can I do to remedy or make the situation better H/A?
Note: I am also contacting the complex manager again this week.
it's a car alarm. When you hear it, you are OBLIGATED to arm yourslelf and run out and protect that guy's property.....no? I don't know why people even have car alarms. The owner never hears it, and no one else cares. Steal the car, as long as the alarm stops.
But seriously, call the apartment manager every day. I would call the apartment manager at 1-4AM when the alarm is going off. It's one thing when you bug them during the day, but when you call them in the middle of the night and pester THEM, they are more apt to take care of the problem (assuming that the Apt Mgr lives on site.)
I had problems with my downstairs neighbors once, and complained repeatedly about their loud music at 11pm to 1am during the weekdays, (so loud I could not even hear my own TV) and the Apt Mgr did nothing until I dragged him out of bed at Midnight to take care of it.

I'd go straight to the police. It's happened enough that whoever is doing it is clearly not concerned or is out of town. Either way, get the sucker towed every time it happens.
A friend of mine found that his neighbors had parked him in for the 3rd time in a row (after asking them not to and being late for work 2 times around midnight one night. Yep, he called the police and they towed it right away. The neighbors never parked there again.
Really, when people live in proximity to each other, they need to be mindful.

Worst case ask the police if it's possible to have it towed. Not much else you can do that's legal.
Keep hounding them - also maybe call in the plate number to the police on a disturbance notice. That'll light a fire under their asses
edit: damn I'm late on all fronts
