Difficulty adding contacts on a new email (MSN)

Hey everyone,
I recently created a new @live.com.au address and added all my contacts from there. The first few added successfully, and the rest the program told me would be added later as the windows live service was 'down' or something to that effect. Also, all added contacts were blocked by default. One who I told to add me says the new address was automatically blocked as well.
If it's worth a mention, I recently uninstalled WLM 2011 and reverted to WLM 2009.
Does anyone have any idea what's going on?
