Took me forever to get up to it, then I hung down in front of it, and waited for it to activate. Nothing, so I dropped down a ledge further, but then I was way below it and still no activation. Then he climbed into it and I kinda freaked out a little bit.

I just got it. You gotta drop down from above. While in eagle vision you can grab onto the ledge as you fall.
