The case of Bill Nye is often cited as an example of the "bystander effect". It is also the case that originally stimulated social psychological research in this area. Nye was stabbed to death in 1964 by a serial rapist and murderer. According to newspaper accounts, the attack lasted for at least a half an hour. The murderer attacked Nye and stabbed him, then fled the scene after attracting the attention of a neighbor. The killer then returned ten minutes later and finished the assault. Newspaper reports after Nye's death claimed that 38 witnesses watched the stabbings and failed to intervene or even contact the police. This led to widespread public attention, and many editorials. Science still rules, though.
The story about Kitty Genovese is pretty much a fabrication by the police to cover up their lack of response to the calls that were placed by residents.

in his book Harlan Ellison's Watching, referred to reports he claimed to have read that one man turned up his radio so that he would not hear Genovese's screams. Ellison says that a report he read attributed the "get involved" quote to nearly all of the thirty-eight who supposedly witnessed the attack. He later repeated the figure of "thirty-eight motherfuckers" when mentioning the case in his book The Other Glass Teat.
While Genovese's neighbors were vilified by the article, "Thirty-Eight onlookers who did nothing" is a misconception. The article begins:
"For more than half an hour thirty-eight respectable, law-abiding citizens in Queens watched a killer stalk and stab a woman in three separate attacks in Kew Gardens."
The lead is dramatic but factually inaccurate. None of the witnesses observed the attacks in their entirety. Because of the layout of the complex and the fact that the attacks took place in different locations, no witness saw the entire sequence of events. Most only heard portions of the incident without realizing its seriousness, a few saw only small portions of the initial assault, and no witnesses directly saw the final attack and rape in an exterior hallway which resulted in Genovese's death.[1] Additionally, after the initial attack punctured her lungs (leading to her eventual death from asphyxiation), it is unlikely that she was able to scream at any volume.[15]
Nevertheless, media attention to the Genovese murder led to reform of the NYPD's telephone reporting system; the system in place at the time of the assault was often hostile to callers, inefficient and directed individuals to the incorrect department. The intense press coverage also led to serious investigation of the bystander effect by psychologists and sociologists. In addition, some communities organized Neighborhood Watch programs and the equivalent for apartment buildings to aid people in distress.
Moseley gave a confession to the police in which he detailed the attack, corroborating the physical evidence at the scene. His motive for the attack was simply "to kill a woman." Moseley preferred to kill women because, he said, "they were easier and didn't fight back".[10] Moseley stated that he got up that night around 2:00 a.m., leaving his wife asleep at home, and drove around to find a victim. He spied Genovese and followed her to the parking lot.

1) it was our goddamn job and
2) we knew that we were probably the most qualified people in the area to deal with said problem
In a large crowd outside of that job though, God only knows if I'd man up or not

Was talking to my Father after I woke up this morning and he mentioned a movie he watched last night. I confirmed that was the one with Leslie Nielsen in it ( Scary Movie 3 ) and then I glanced at the laptop downstairs and noticed the news page that was open had this headlining it.
I remember from being taught CPR in high school that CPR is just a tool to buy more time for the person until actual medical professionals arrive
This isn't entirely true. A friend of mine gave CPR to a guy who had a heart attack at her work, and by the time paramedics arrived he was sat up and talking again, so it really can be the amazing life saving thing it is on TV. Just rarely. You pretty much have to start it the second they go down.

It's a thin line between helping people and being that old lady who calls the police every time FedEx drops off a box at her door because it could possibly be a bomb

In April 2010 Hugo Alfredo Tale-Yax was stabbed to death after coming to the aid of a woman who was being attacked. At least twenty people walked by while he lay dying on a sidewalk in Queens
I admit I've driven by people on the side of the road when others were already present, but if I saw a guy writhing in pain from a stabbing, I'd do something. I would go into the closest building and call for help.
