Family Tech Support; Holiday/Apple Edition

Hello H/A; I'm home for the holiday with my family, and there are technical issues they want me to sort out. I'm sure this happens to most of you.

One particular issue is such that my dads iPhone is no longer able to connect to any WiFi network; he can't pinpoint when this occurred but seems to think it was around the time of an update on the PC. It simply says 'Unable to connect', and applies to all the various networks he's tried.

My sister has a new iPod Touch, and I connected this to the WiFi, briefly. After she sync'd her music from the same PC, it's now doing the same thing, and unable to connect at all.

Done the standard router reboot, checking settings...my laptop and HTC handset are connecting with no real issues, as is the home PC. The iPhone has been taken into an Apple store for advice, but they couldn't work it out, either. I'm hoping maybe someone has had a similar issue, and that somewhere there's a setting or update that will fix this.

Edit: To clarify, both devices detect networks with no problem.

The other problem is also new to me; they have multiple user accounts on a PC running W7 HP, and when both are logged in, the idle account will try and open iTunes repeatedly (and fails, because it's 'already open').

I've never had experience with more than my one user account, so I can't think of why this is happening beyond some unusual 'automatic' setting that's been checked somewhere.

Really appreciate any help here.
