Dragon Age DLC problems on Steam

I got Dragon Age when it was released on Steam with some DLC, and picked up the expansion since then.

Recently I moved my Steam games to a new secondary hard drive, using this method;

https://support.steampowered.com/kb_article.php?ref=7418-YUBN-8129

I kept my saves on the old hard drive as it is still my C drive.

I can't get access to my DLC on Dragon Age, and I can't load any of the saves as they were all made when the DLC was active. The expansion works, but the same problem occurs in that I can't load the saves due to missing DLC.

When I look at the DLC store in the in game menu, it shows my DLC as if it was never purchased. However, on Bioware's profile page, it says that I have purchased the DLC.

I tried looking for support help, but they all told me just to contact EA. When I did, they told me they can't give me new keys as they also see in my profile that the DLCs are already active, and only suggested reinstalling Dragon Age.

Since then I have reinstalled Dragon Age several times, and Steam as well, but the problem remains.

If anyone has any ideas as to how to fix this please let me know. I'm wondering if some of the data that allows access to the DLC has remained on my C drive, but the game can't access them like it can the saves. But that's just my very bad guess.

I had this problem when doing something similar and I believe this fix is the one that worked for me.

3.3.1. Cleaning the Dragon Age Updater data to force the game to redetect and redownload/reinstall all your DLC

    1.)
Windows XP : Press the windows key + R (or click Start and then RUN) and type cmd and press ENTER
Windows Vista & 7 : Run CMD as administrator as per section 3.1.5
2.) In the command line type net stop DAUpdaterSvc
3.) Navigate normally with My Computer to 'My Documents\\\\BioWare\\\\DragonAge\\\\Settings' and delete 'Manifest.xml'

Some people reported that deleting or renaming (as to not lose the files just in case) all the .xml from that folder helped them when only Manifext.xml didn't do the trick.

I tried to go through the instructions, but in cmd it tells me the file isn't found, in reference to DA updater. And indeed when I look for it in c:\\\\Users\\\\All Users\\\\Bioware\\\\Dragon Age, its not there.

Have you tried: http://social.bioware.com => Profile => Your registered game promotions

Re-download the DLC and then re-installing it all again? I ran into issues with Lair of the Shadow Broker for Mass Effect 2, and re-downloading and re-installing ended up fixing my problem.

I went to my profile to try and redownload, but all my Dragon Age DLC has dashes going through the area where the download button should be.

I had a similar issue when moving Steam - see point 5 in the link:
    http://social.bioware.com/forum/1/topic/58/index/759141

Despite going through your registry, it's quite painless and straight-forward to understand, though it's also good form to backup your registry, just in-case.
