So, I've had 64-bit Vista Home OS for a couple years, with little to no problems encountered. However, after a Windows update on Thursday morning, all my non-64 bit programs that require an internet connect have suddenly been unable work correctly (they just give the "Program has stopped working" windows pop up and then fail to open).
32-bit IE8 opens, but just gives the "cannot display webpage" error for every website (though it does acknowledge that is connected to the internet under the Connections tab). A couple of older programs throw "Runtime Error 87" errors when they try to logon. The only things that I've gotten to work are the 64-bit version of IE and various built in-OS features (like Windows Mail and Windows Update).
Rebooting my router and turning off all the virus/firewall protection stuff (Windows Defender and McAfee Security Center) has failed to stop the issue, as has restoring to a pre-Update restore point. I've got a few open service tickets with other places, but I thought I'd just throw out the issue here too if anyone has any ideas.
While the above didn't fix the problem, it did eventually lead me to the right solution (reseting my winsock catalogue with the netsh winsock reset catalog command). Thank you.

Startup Repair
If there are damaged files they can either be repaired or replaced.
If any of the repair options don't work in normal boot up try safe mode.
