Crippling a program.

Can anyone recommend a program for essentially quarantining a program? That is, disallowing it from doing anything at all, AT ALL, while still giving the appearance of functionality?

The reason I ask is that my parents installed a filter on my computer, which turns my internet connection into a mixture of ass and molasses. What I'm trying to do is stop this filter from wielding any sort of power over my computer while still looking like it's working.

Thanks for any help, I'll pm you the folder and the .dll files under the windows/system folder if you want.
