GIMP is the program you're looking for. It's basically a less intuitive Photoshop, but it makes up for it by being free. You'll get by using an eraser for what you're looking for, but if you don't want to go through the hassle yourself:
I find Gimp for the Mac incredibly annoying these days. It takes ages to load up, for one thing, and it doesn't auto-select a window when you click on it. I mean that if you want to, say, paint a cock on a beloved friend's sleeping face, you need to click on the tool window, select the draw tool of choice, click on the picture window, then draw the cock. You can't just click on the draw tool and then draw the cock. It seems like a small thing, but when you've got three or four windows open for different tools, that extra click gets more and more annoying.
For most things, Seashore is a better bet. It's not as powerful, but it gets the job done.
