PC display (snowy dots/Dead Space related?)

Here's what's happening to my PC display. Currently uploading a pic of it.
It's a snowy/shaking effect. However, it doesn't happen on the Windows Startup Screen nor upon start-up. It does go away upon restart. It's happened thrice, all during when I'm playing Dead Space 1. I've ruled out vid card/monitor issues.
And even weirder, it speeds up when I refresh my screen.

have you looked at the heat on the card while running dead space?
