Updated Net Problems - Simple question

So I made a thread awhile back asking why my net (especially at night) was so shitty.

It still is, though the ISP (Charter) is now saying they 'are aware' of a problem in my (apparently entire) town and will be looking into it. Not sure what will happen.

However, one thing I did notice is when running speed tests I can get 13mbps+ to some areas while not even breaking 1mbps to other areas. This makes me assume the issue is a routing one.

Am I mistaken?

    ISP's can cheat with their speed tests. Some service plans can increase your download rate for smaller file transfers above what you pay for, but for seconds at a time. Different ISP's market / call it different names.

    My ISP (Shaw cable in Canada) has this on their website.
    PowerBoostTM gives your connection a five- to 20-second burst of download speed when you need it. Downloading a 100 MB filewith Shaw High-Speed takes 1.9 minutes or 32 secondswith PowerBoostTM.

    It wasn't their own speed tests, and the rates were the same each time I tried.

    13+ to IL. Less than 1 to GA. 5 to TX.
