So I have this idea (that's actually now a working script) for a graphic novel, updated weekly on a web based platform, 4-6 panels long a week (more if we decide, or less). The setting of this graphic novel is the Old West, from Montana to New Mexico, though mostly set in California and Arizona. The world has been devastated by the melding of the Demonic plains and Earth after the armies of the demon realm purged the heavens of God and the Angelic Choir (Blasphemy!).
Sea's are now made of blood, lakes are now bodies of burning Lava, the sky is a hellish crimson and purple mixture, like the sky has been bruised. Worst of all, those weak mortals, the criminals and politicians? The everyday man who just goes about living? Well they were taken over by demonic forces. Hell, they were possessed, physically and mentally they reflect the demonic forces inside.
Now, that doesn't mean we don't have some Cthulhu-esque-bad-ass slimy monsters roaming the wastes, or running brothels, or in the White-House. Naw brotha, we got those aplenty, but for some reason the lower demons, they like livin in human bodies.
So our story resolves around Flaye (A half Navajo, half white psychic desperado) and old Flaye, he's different on the account that he is witch born. That is, his mother was one hell of a psychic and he got a sprinkle of that. It manifest slight in Flaye, not like his mother who went mad from it. Some people know what I'm talkin bout, ya know, that tingle that warns him off rattler nests, and helped him find the lost child when he was a teen. Well that also protected him during what folks call the great Burning.
That isn't ta say he wasn't changed, oh no! Demons flocked to him like moths to a flame, he was assaulted for two days in the beginning while hundreds if not thousands of demons tried to posses his soul because of that power he had locked away. Well, that did change him, he has the look of a corpse about him and, old age ain't gonna kill him. It also gave him the urge to kill him some demons. And that's what he does. He roams towns in the wastelands and battles the forces of evil.
For what you ask?
Well, that's easy.
He likes it.
Now what I need is to figure out where I can find and artist to collaborate with. Deviant art really doesn't have the type of artist I am looking for, that is a dedicated and mature individual. Where else should I look?
What about web design? Where should I find resources for that?

On the other hand, if by "dedicated and mature" you mean "works for free"... yeah there is a distinct shortage of people like that in the world.
I often offer my services as a writer and marketing director for free. Simply because I like to see others without the financial backing to succeed as I am well aware how hard it is to create something without funds.
I have in the past acquired programmers, award winning film and tv composers and a sound designer who has worked on the guitar hero games along with concept artists in my game design groups for free. It is possible.
That's why this is a collaboration and not a job posting I suppose. I'm out of work, surviving on Ramen and I want to push something creative in the world, something I feel I need to share with other people. It is unfortunate that I have no Art skill beyond the written word.
After some initial work, I will be posting to IndieGoGo and Kickstarter to raise some money to give back to those who help and use it as funding for marketing, advertisement and future physical editions of the project.
The Comic/Graphic Novel world is new to me. Concept artist's are sometimes a dime a dozen, while varying in skill and technique there are a lot of them available, especially those willing to donate their time and skill.
I'm just not sure if theres outlets for writers and artists to come together and create something with their combined visions.
