This is not Steam's fault. Regional game availability is determined solely by the publisher, who should be the source of your ire. Gifting works regardless of region so you might find some helpful person in North America who can gift you the game.

It reconfigures your Windows IPSEC settings (run it as an admin) to block out all but the servers which don't count towards your download quota on Steam. Now supports a bunch of ISPs through a graphical interface.

Then, use TCPview (run as admin if you're on Vista) to close all Steam TCP servers (this is important, NOT the UDP ones, just the TCP ones). Steam will then reconnect to a different server, which will hopefully get you a better speed. If you don't go faster in a couple of seconds, retry until you get a speed you like.

As for the price yeah, I´m not sure myself. But grab the demo, it includes all the tutorial missions and the first chapter of the game. According to steam I have already played 4,8 hours and still haven´t finished it. All I know is I´ll definately grab this game in the near future, just not sure if I will be able to resist until it goes on sale...
Probably just unwarranted paranoia, but I do think there's a bit of "keep base game price artificially high so that it still gets us quite a bit of money when it goes on an attractive-looking 75% off sale" going on. Steam definitely has done greater and more rapid discounting than any of the old budget labels ever did, but (with some exceptions) keeps the base game price artificially high. AC was a 2008 game - it'd be in the £5 "Sold Out" range under the old business model by now.
Basically - Steam Sales are great, but you're going to be paying well over the odds if you want something outside of sale time. Doesn't stop me from having a couple of hundred games on my list, mind.
During the sale just prior to that I bought a Mount & Blade Warband 5 pack and gifted it out, keeping one for myself.
Since that time, I have put more time into Mount & Blade Warband than all of my other Steam games combined, save for Fallout New Vegas and Oblivion.
I think I have a problem.
My Backloggery
This is my stance right here: it's great, but I'm trying to wait for a sale because of the price.
Also, the demo keeps hard-locking my computer for some strange reason (half a second of sound repeatedly loops, and everything is non-responsive so the only thing I can do is hit the physical power button). It only happens on the Production levels (i.e. the ones where you have to link the storage areas to the generators, then program the generators) - connecting storage pipes to the generators seems to be one of the triggers, but loading the level did it once as well. All the prior stages worked perfectly.
It's a shame, since it's really pretty fun. The soundtrack is great and really fits in well, too.
I'm sort of glad I have no interest in the sale. Just biding my time until Portal 2 by mucking around in the HL series, so there isn't much of a point to buying more games for the backlog.
Which is exactly what I say until something really tempting comes along. Or I finally snap on DS2.
Difficulty ramps pretty quickly. Anyone got any hints for me on the first multi-reactor puzzle ("Sleepless in...")?

Two reactors, the first making C=O, this should be pretty simple. The second adds the two H, it´s a bit trickier, the way I did it is the blue "thingie" grabs the C=O and drops it so the red one can add the first H and move it to another place, then the blue grabs the second H and adds completes the structure and sends it away, the sync instructions are key here. The graphs in the end of the level show this can be done quicker, but I haven´t been able to improve this design, yet.
I was able to do this myself, but the next two levels required me to go to youtube for inspirarion...
Yeah it's also been $20 for me for what seems like a long time, in the US.
I just checked it and vanilla ME2 on Steam is $19.99, and I remember it being at that price since late last year or so. Even the (totally not worth it) digital deluxe version is $39.99.
But yeah, dealing with physical inventory might give some merchants more incentive to drop prices faster, at least until their overstock is burnt off.

I actually began it with something that would be similar to what you did, but it would require 4 reactors for what I was thinking, so I scratched that idea and went that other way. Maybe I should have tought a little better before banging my head on the wall making the second option work...
I actually started with something much more complicated, but I got too confused, trashed it, and started over. The only tricky part with my solution was breaking apart the methane and building the ammonia in the same reactor. After that, the rest of it was pretty straightforward.

I copied your solution and learned a lot of game mechanics I had no idea were there. Just bought the game, had so much fun from the demo that the devs definately deserve my support by paying full price, it´s only 15 bucks afterall.
There are no subtitles in AC1.
I remember hearing vague rumblings about how, back when the PC version was released, that Ubisoft was thinking about maybe someday getting around to adding them, but that never happened.
There are subtitles ahoy in AC2, fortunately.
And you know, any game that has a plot but doesn't have subtitles just yodels "this game was developed by the laziest fucking bastards alive."

Getting started with BATTLETECH: Part 1 / Part 2
I got nothin.
It's an RPG/RTS hybrid where you make your main character how you'd like; mostly it boils down to "Do you want to hit stuff with melee weapons, shoot them with ranged ones, or use one of 4 magic schools?" The RPG sections have you running around using your own abilities to kill mans and move on, the RTS sections put more of a focus on making sure you have 30+ troops of one (or two, or three...) of the six races backing you up on a charge.
On the good side, there's a few neat things that are unusual for the genre: It's a Metroidvania if you go for quests at all, in that most quests need things from other maps, and there are times when you'll find a quest item and have no idea what you need it for. There's something like 7 different resources, but each race only uses 2-4 of them, so it's a little easier to use several races at once without straining for material. In addition, there's a basic form of multiplayer co-op where you play through a few dozen maps together. The multiplayer service is down, but the game works over stuff like Hamachi, I believe. As well, the problem of the omniscient AI has been addressed: Enemy bases send scouts that wander around, and when they find your troops/base, there's a signal on the minimap, and you have a short time to hunt down and kill said scout. If you don't, he reports back and you can expect troops on the doorstep soon; kill him, and you buy a little time while the enemy gets another scout ready. Eventually, they wise up and just send troops, so be warned.
On the bad side, the voice acting is an abomination. Each race has two voices: one for workers, one for soldiers. Mostly ignorable unless you're playing the trolls, in which case you'll want to murder your troops and go it alone. It's also pretty easy to get lost since the maps are all tied together, without a big overall map, and if your hero dies, the camera will focus on them for a while, leaving your troops to fend for themselves.
Overall, I enjoy the game, and it's got many hours of gameplay, but if you're looking for something with a lot of tactical depth or prefer games with micromanagement, this isn't it. A mass of troops hurled in the enemy's general direction is about all the strategy you need.
