Yeah, it took a while on CNN for them to finally come around again to those wave replays, and they looked terrible until you realized the actual scale of the waves.
Then they look just downright horrific. They're moving so fast.
In short, they're gauges and buoys that record wave data. Help predict tsunamis.
They mark locations where they have tide gages, and these things. Basically detect/predict tsunamis.

Edit: for those not watching AJE, there's a oil refinery on fire and [strike]all[/strike] three, closest to the epicenter, nuclear power plants have safely shutdown without incident
