This is a power issue - either the power supply is blown or you're shorting out against the case somewhere.

If you havent already, completely unplug the PC from the back of the machine, and press and hold the power on for a few seconds.
Plug it back in and check for any difference.

If it were me, I'd probably take out the motherboard and powersupply and test them independently, or at least test them off the case and with the extraneous cards removed - but if you're a PC novice you may not want too.

Bottom line - its going into the shop for analysis.

    there was no smoke

    the external power supply works

and when its coneccted to the pc there is a yellow light powered on the bord.

It can be all sort of things except the power supply. I suggest the following:

    1. If there is anything on the machine you'd like to keep then remove the hard drive and hook it up to another PC. Doing this via a USB hard drive case is the best and easiest way. Then copy the data.

    2. Remove all parts that can be removed. The hard drive is already out but there is memory and perhaps some extension boards as well.

    3. Try booting the machine. If still nothing then there is the old twist and drop trick but that is last resort. (The trick is to, while disconnected from power, to twist, shake and maybe even drop the thing from 5-10 inches up. If there is something lose it may help or it may do nothing good).

    4. Check what a replacement machine goes for 2nd hand. If it's still a good deal then consider having the machine fixed else bin it.

Does this PC have Windows 7 on it? If so, did you recently add a new device, such as a Logitech wireless mouse or keyboard? Is your iPhone hooked up to it? Do you use the USB hub on your monitor for this?

I have a mysterious problem with my Dell where if I leave the devices plugged into my monitor's USB hub, the PC does exactly what you're describing. If I disconnect them, it boots no bother.

    That's a blown capacitor.

This website can give you more information about what happened.
    http://www.badcaps.net/pages.php?vid=4
Dells are notorious for getting caught up in the bad capacitor scandal. If your motherboard isn't shot, then you might be able to simply replace the capacitors, otherwise, you'll have to buy a new motherboard. Chances are, with a capacitor blowing up like that, you're gonna have to buy a new motherboard.

In short, what happened is that the fluid that is inside your capacitor (which helps regulate the electricity running through the capacitor) has leaked causing the capacitor to blow itself up. The capacitors are not terribly difficult to replace, but require you to have:
Your own supply of capacitors (or buy a couple that are of the same kind)
    Soldering tools
The knowledge for how to solder.

If you don't have the above, then it is time to just buy a new motherboard. can you post a picture of what your computer looks like? If the computer you have (Dell right?) is too small, buying parts may not work without paying attention to smaller sized form factors on your replacement pieces.

Also, how old is that machine? It's filthy with dust. And yes, ATIRage has it right - your PC is hosed and you need to replace that motherboard. Time to either learn some basic PC building skills, or take it to a shop, show them the blown capacitor, and tell them to make it all better.

about 5 capasiters are like that.

so me thinks a new compy would be the best idear.

What kind of dell SFF is it? Gx 280 ect? you can usually buy a refurbished board on the net for ~100$ instead of buying a new pc, just look up the part number on the bad board. My company deals with dells quite often and the boards tend to go bad.

kicking about i have another dead dell computer.

they have pretty much the same spec and where got about 6 months apart. this ones hard drive died and it just got forgot in the office cubbord.

can i just do a hard drive swap? one think i have notices is that the one with the dead hard drive has 3.5 HDD and the one with the dead motherbord is a 2.5 HDD surely you can get a convertion cable pritty cheep

    will this work?

    any possable problems?
