Not the file format, but a specific implementation of the Lempel Zif-Welch (god I hope I got that right) compressor that's used in the format. Theoretically you could write a GIF compressor that used a totally different implementation, but then it probably wouldn't make very compatible files.
The GIF version of the LZW decompressor is public domain. So you can read them all you want.
8-bit PNG also uses LZW I think ... but I can't find anything to back that up right now.

Yeah... that was a little poorly worded of me. PNGs are totally patent-free, but I think that despite that 8-bit PNGs still use LZW. They just use an implementation of the compressor that isn't patented.
Also, the reason to use GIFs is to have correct looking non-photo images on websites and still have them work in the world's most common browser, IE6. IE6 does some crazy color transformation on PNGs that just fucks them all up. There are two ways around this: convert all PNG images on your site to DX Overlay objects (like the PA homepage does) or don't use PNG unless you absolutely have to.
IE7's more correct support of PNG should be the death-knell for GIF for everything except minor animations.

I wish they would ban all the videos that have crappy music played over them. There's seriously no more then four different songs that everyone on youtube uses.

As long as you did not do the Electric Slide in a huge costume imitating some animal on video I am fine with that.
Actually the guy I roomed with was one of the people on the big video screen in the videos of the dance. I was there to give a couple of 90 minute speeches on "Introduction to the Gaming Industry for Furries."
