I think the important part is the realization that a person can be punished. Said punishments do not have to be perma-bans. A 3 day ban will most likely cure the stupid from even the most irritaiting offenders, and if somebody doesn't get a hint from a week-long ban then the community is better of without him. I think the practical result of all of this will result in griefers moving down and creating griefing smurf accounts - which while painful to new players, will make the lvl 30s game experience better.

People would do all sorts of trolling shit and then be like "lol reported who gives a shit nothing ever happens" because it was basically true for all but the worst of the worst who somehow got riot's attention. Those were always the most infuriating people to play with.
Once the first round of warnings and bans go out to all the people from the tribunal system I'm sure quite a few people will smarten up and those who don't will either keep going until they get permabanned or just start a smurf account and troll low level players.
Speaking of Vayne, I need an item build. I just played a bot game, but it did not go so well since our Veigar and Kayle fed, so the bots could pretty much sneeze at me and I'd die. In any event, the build I used didn't work too well.
I had a solo game last night where the Janna was amazing. Assist queen, clutch ults, saved my ass twice from chasers with tornados by predicting perfectly what I was going for, so good.

RIOT already knows who all of your smurf accounts belong to. It's rather trivial for them. If you've ever gotten disconnected then tried to login to another account while the servers are shitting themselves, you'll have firsthand proof. They explicitly call out your smurf account and tell you that you'll be unable to play any games until your smurf has finished out their game.
If they're willing to perma-ban players, they'll probably be just as willing to IP-ban repeated smurf offenders.

I start with cloth+5 get boots and razor on my first back, then Sheen, finish boots and wriggles, then save up for a BF sword to make into a Black Cleaver, if I didn't get merc treads ill usually throw in that atk speed and crit tenacity item after the BF sword, then Tri Force and the games usually over by that time. I'd say probably IE after the Tri Force if the game goes on that long...

I had a game where someone was reported for intentionally feeding, but they only had 3 deaths in a 20 minute game. Difficult to tell if it was.
