Looking for an old, weird puzzle game, platform unknown... might have been arcade:
It's a mash up of Tetris and Sim City, but more abstract. When you place Tetris pieces on top of another piece, you build more and more elaborate structures, ending with a golden palace, if I recall correctly.
I seem to recall a game where you push the pieces from the bottom and up, but I'm not sure it's the one I'm thinking of...

EDIT: Ahhh, the mobile phone hint was all I needed to make the connection... thanks! I know where the golden palace is from now (mini-game in Tower Bloxx), but Land Maker is the actual game I was thinking of.
Which means that my memory fused to different games together in my head, which doesn't actually exist. Now I have to make that game before anyone else does!

I played an old Apple II adventure game where your character goes into a haunted mansion and encounters ghosts with problems. You had to use shears on a plant, a key on the back of a mechanical clown, that sort of thing. The name of character you're searching for is in the game's title.

If it's arcade, then it's Time Killers.
Famous for its 1 second rounds. In the arcade. People loved to hate that.
There was another game by the same devs. Not a true sequel (different setting, none of the same characters), but pretty much a sequel (same controls, many of the same features). It was called BloodStorm and it was also awful (and hilarious).
Bloodstorm is exactly what I am thinking of for the torso stuff. Found it on wiki as you posted that. Excellent. Thank you so much. Brings back memories of wasted money and absolutely horrible controls. But fun nonetheless

This was a Commodore 64 game I had as a kid. It was a learning game, I think, that involved some robot / alien dudes. You'd walk around different landscapes and they'd ask you questions. I'm pretty sure I remember a monkey in a tree throwing coconuts.

Awesome, I thought it was a long shot but it's what came to mind. I also wasn't sure if those were on the C64. I only ever played that one, but I can still conjure that music up in my head.

Yeah, that's definitely the one. I remember seeing it at the Q-Zar that used to exist by the Fashion Square Mall in Orlando.
It's a PS3 game made by some famous Japanese designer. Only saw the box and it's all green with some guy and a big creature on it. I think it was called "Majika something something", but Google doesn't come up with anything when I search for variations on that...

So the screen look VERY familiar. The only thing troubling me is that this game did have some kind of arm technology. And force fields.
This is just my young child memory here, so it's totally possible I combined games. But Flashback is probably it, if my pip-boy game doesn't exist. Is there a title like Flashback, but with some kind of energy arm device?

Well, Flashback has force fields, but instead of grappling hook you've got a throwable teleportation device.
Another World is a similar game from the same people. Never played it, it might have grappling hooks.

I'm watching the video now. This fits what I described nearly perfectly, so it must be it. But my damn mind can't get out a part where I was trying to swing over a gap with a purple energy hook. Weird, right?
But the jungle level and the platforming are so close, I'm thinking it's just my memories filling in gaps. Thanks!

I think the game you're looking for is Generations Lost.
This game is what immediately came to mind in your explanation because I remember thinking the jungle level looked similar to Flashback when I played it back in the day.

All right, if we're doing Name that Game, I've got one that I've been stumped on for a while now. It was an old Apple II game with very basic graphics (stick figure character, outline for a map.) You were on a quest to overthrow an evil Wizard (or something like that, it's been a long time.) Along the way you needed to recruit and equip an army. As you wandered around on the map there were 3 cities and the occasional random monster/ruins/cave/etc. The goal for the first part of the game was to buy a boat so you could sail to the other island where the evil wizard was hiding. I don't really remember much more than that though.
Last time someone suggested King's Bounty. That wasn't it, but the gameplay was very similar, just with much more primitive graphics. I played it on my Apple II C + back in the mid-late 80's.

We had a choice of two games to play, Oregon Trail and this adventure game that takes place in Central America. Has to do with Incan/Aztec treasure and finding it... It had a nice big picture at the top of the screen (in all EGA glory!) and a text description below it. About the only thing I remember from it was passing by a fruit stand during one bit, getting chased/chasing after someone, then going back to the fruit stand after you get away/guy gets away, and it's over-turned and one of the supports for the canvas canopy it had was one of the treasures you had to pick up.
I have one too: It's an old DOS game. You were an '@' symbol and everything was ASCII. You walked around, fought creatures, and gained loot. Anyone know what game this is? I'm sure there were probably a billion of these...
