cable companies (and the companies who advertise on cable) don't want you watching channels from other countries, because it doesn't factor into their advertising plans.
think about it from their perspective: why should they go out of their way to enable you to watch commercials that don't earn them any revenue?
it's just one problem out of many caused by the sad state of the telecommunications industry here in the US.
Well, it's that and the fact that BBC original shows are paid for by the British taxpayers and they'd be kinda pissed if another country got them for free.
Our PBS stations pay to air those shows, which explains why they're older shows. They'd never have the money for brand new ones.
BBC (when Cox was giving out free months of digital) finally explained to me where people in Europe get the idea that Cheney "runs" the White House. He was on BBC nearly every other day, whereas he hardly shows up on our own channels. I thought it was kinda funny that if I wanted to see my own vice president more often, I had to watch another country's TV station.
In the UK people pay a license fee in order to watch television, which funds the BBC. This is why BBC 1 and 2 have no commercials/advertisements (except for their own shows) and why it's doubtful that you're going to find them available outside of the UK.
tho its not the same as watchin it live, im pretty sure youd be able to find torrents of recently aired bbc programs. and yes the license fee is crap, even if you have a tv with no intention of watching any bbc channel or using any bbc service youve still got to pay it. luckily theres been a bit of a fuss about its renewal, mainly as the bbc wanted to make it higher which frankly would be taking the piss.

That's because they need to pay for the transition to digital from analogue. Which is expensive, especially for old people with low income and no understanding of technology.
They could stick ads in Eastenders though. Would make a killing and improve the overall quality.
Yeah, I doubt there's an easy/straightforward way for you to do this. The satellites over Europe are out of your line-of-sight, and everyone else has pointed out the issues with American broadcasters carrying the BBC content.
It's a TV channel feed aggregator- many channels worldwide. Thousands of them. I love this site to death. They're sorted by country and, where applicable, category. In the United Kingdom section, there are plenty of BBC offshoots available to you.
Bonus: it's free. (Though there is a little bit of caution- some of the links are dead or half-dead. Dead because some individual channels may not work on whatever video player you have, half-dead because the channels are no longer active and the network put a message in their place saying so. But hey, free.)

Join the club. I'd be willing to pay several times the license fee if I could catch Top Gear normally, but it'll probably never happen.
No mention of Dr. who + Torchwood, etc ..
I get those via Torrent Sites, as it seems to be the only way. I have also seen top gear, and other shows available.
As for your average everyday UK show, you will never find it unless someone pops it on a torrent.

I know Top Gear is on BBC Canada, so it's possible it'll be on BBC America too.
