Existential Email Problem

I'm at an email crossroads. I have a handful of addresses I use in my day to day life, but I'm not entirely happy with how they're all organized.

I use apple mail as my main hub, then also have most of them set to check on my phone and ipad. I like the idea of having all my mail stored and archived on my computer (need to check a receipt for a 4 year old purchase? Do a quick search! Need to draft an email response somewhere without an internet connection? No problem!), but I feel like the way I'm set up is just kludging everything together.

Right now I have an IMAP .mac account for family/friends only, a POP gmail account for internet forms and the like (which I'm thinking about converting to IMAP, but sorting issues blow are keeping me from it), an IMAP gmail for freelance business, and an IMAP work email that we're going to hook into google apps.

I'd love to be able to have my mail/phone/ipad set up so when I get an email I can file it to a folder (work, notifications, family) and have behave as such across the board. This seems to be pretty much the definition of IMAP, but the problem is when things overlap. So I want to have one Work folder, and when I drag something to it from any account it makes a local copy of the message and sorts it to Work for the prospective account (the way I have it now I drag it to the folder and it makes the local copy, but doesn't apply the tag- so if I log in to my gmail, everything's somehow just sitting in the trash). Ideally a solution would apply to everything that's already sorted, but if it'd have to manually done once, I'm not above that.

Am I thinking about this in the wrong way? Should I be linking accounts together, or ditching an email app for web interfaces? I like the general idea of the workflow I have going on now, but email has changed since I set it up. Any help with even getting the right mindset on how this all should flow would be awesome.
