Recently, the power supply for my computer stopped working. A couple days later, I bought a new one, installed it and got my compy back up and running. Everything works again except I can't connect to the Steam network, which means I can't play Civilization. I've been playing this game for months, never had any problems playing or connecting. I've been through the Steam help files which were no help (surprise). Anyway, any ideas would be appreciated.
I've reinstalled Steam. It seems that changing the power supply made it a "different computer". I have to reinstall my games, apparently, before I know if it worked.
So.........
I redownloaded Civ (even though I have the DVD, install didnt work) but now it cannot work with directX 10 or 11 (which I have been using) because it claims I do not have service pack 2 or greater, which I believe is windows related.

you sure it was the power supply that was dying? you might potentially have much more then just the power supply to worry about, other internet connections and everything worked fine right? does your dxdiag show anything weird or is it showing everything properly?
Next time you have trouble with steam, look for your the games folders, you move them somewhere else before you try anything and you may be able to transfer them back and save yourself some time redownloading them.
