Decide o Tron on PC?

I was wondering if this new app will be released on the website or as a program for PC, android, or anything else? How can I use this without an iphone.

    You can get the same functionality via Backloggery, or limited to Steam via the Steam Roulette

    EDIT: Scratch that, I was misunderstanding what Decide o Tron does. Welp.
