Identifying the Song in an MP3 File

Specifically, this song. I downloaded it from a Flash video online (the comments for the video, and using the title/author details for a Google search didn't help). The only programs for Windows that will do close to what I want rely on ID3 tags or the filenames. Shazam on my iPhone couldn't identify it.

Honestly, from listening to it, it sounds like it could easily just have been created for whatever video you found it on. Nothing about it really screams that it was an existing song somewhere first.
