There's nothing misleading about that. It means exactly what it says: there is no generic villager. Doesn't mean there can't be villagers with different names and fluff.
Okay, this is only my second phalla, but to my mind, you just described a generic villager: someone with no ability beyond voting.
If I'm wrong in this, someone please tell me why.

The orders look fine, it probably is better to go for someone who is dubiously in the network than playing shell games with ones we know are in for sure. I doubt that caulk would be ballsy enough to do the guard swap on a random unknown villager like infi did in the game where where Darian got Ringo killed by Alegis
