If you're basically trying to walk through the snow and not get your feet cold or wet, hook yourself up with some American-made Chippewas
I paid $225 for my pair, eight grommets, six hooks, about half calf high. I've had them since the winter of '07 and the only thing that has changed is that they're more comfortable now than they were when I bought them. The tread is a little aggressive, but I was in Western Mass and then New York, so slush and deep, wet snow are my main concerns.
They're fucking impervious.
I could swim across the fucking Hudson River and come out the other side with dry toes.

I know you think you'll never need them but trust me, you find uses
