Trying to remember physics-based PC game

Okay, so I messed around with this back in high school, so about three or four years ago, maybe more.

All I remember was it was a real time physics demo thingy. You could create structures, and then also place water. OH. And you placed water by like drawing a box (or similar structure), then clicking on it and changing the properties to that of water. It would then act like water.

I also remember the water was actually thousands of really tiny dots of blue, but it did the trick.

Any idea?

EDIT: I'm fairly certain it wasn't browser based, but I could be wrong.

EDIT^2: It was 2d.
