Testing a PSU?

Is there any way I can, without hooking it up to a comp or some other specialized equipment, test a PSU to see if it still works? Someone told me about a paperclip test or something once, but I don't remember anything about it.

    your best bet is to hook it up, with out any specialized equipment i dont see how its possible. it may turn on however it may not be generating enough power or a number of things. so the best way to tell is to just hook it up. and something about a paper clip + a power supply sounds like a disaster waiting to happen.
