Looking for program to monitor time spent focused on other programs

My wife is looking for a program that can keep track of how much time a computer user spends focused on various other programs. This is for research purposes, not employee monitoring or anything like that, so the program itself doesn't need to be kept secret from the user. Note that keeping track of how long each program has been running is not what she's looking for. She has to know how long a user spends focused on each particular program. Does anyone know of a tool to do something like that? My Google-fu must be weak, because I'm getting nothing.
