I'll get the ball rolling with Russian (or, more accurately, Soviet) animation, which I grew up with and am very fond of. Because Soviet animation studios were supported by the government, they were able to operate without recourse to the profit motive. As a result, they produced many incredibly original and beautiful. Cartoons from the most fruitful period of the 1960s and 1970s are still beloved today and a part of Russian culture. Here are some of my favorites, with english subtitles where possible.

Nu, Pogodi is probably the most accessible series to a Western audience, as very little is said. Operating on a Tom & Jerry dynamic, the cartoon follows the misadventures of the Wolf (Volk) as he attempts to catch and eat the Hare (Zayats).

My all-time favorite. Based on the
fairy tale, the Russian version is a musical that melds together the traditional elements of the story with modern influences to create something really magical.

Swedish series, this cartoon is about a small man with a propeller on his back who lives on a roof and befriends a boy living in the apartment below him.

A great example of stop-motion animation. Cheburashka is a small furry creature who accidentally ends up in Russia, where he befriends and goes on adventures with a crocodile named Gena.
