Sorta. It's a six button 2d fighter, meaning light medium and heavy punch buttons and light medium and heavy kick buttons
It works on a ratio system, you can have one super powerful character, two moderately powerful characters, or three standard characters
If you have more than one character you can call them in with an assist (which can be dangerous cuz they can both be hit while active on screen) or tag into them
It's a blend of things
But one of its best features is an incredibly comprehensive tutorial that will teach you from the very basics up to pretty advanced tactics
