Ok, so lately I have had a problem loading internet videos and to a lesser extent, the internet as a whole. I used to be able to open up a video and either watch it straight through or let it buffer for a minute and then watch it all. Now Im lucky to get 30 seconds straight without it having to buffer for a minute or so.
Speedtest.net says Im getting the a little under 5mb (which is what I pay for)
a ping to google shows me that I have 1-2% loss of packets but good times on the rest
Spybot Search and Destroy has been run
Virus scans have been run
I've cleaned out my temporary files
my torrent programs are turned off
when I do run torrents I get good speed there
my roommate's computer is off completely
our router is password protected
Im downloading Firefox to see if maybe its a chrome thing and this 16mb file is estimated at 26minutes.
So yeah, Im not sure what is up, but it is getting pretty annoying.
Im currently running Windows 7 with the latest Chrome.

The key is to attempt to isolate potential problem sources. If your connection is slow when directly connected to the modem this will help eliminate a large amount of potential issues as well as make dealing with your ISP's Tech support easier if you have to call.
Alternatively as I just noticed you said torrents are running fast. Your upload may be part of the issue too if you're seeding too much.
