Wow. That is some bullshit. Of course, you couldn't get one in B/W outside of specific events (barring breeding). Then again, I've HAD specific (random) events in Conquest, so they could have done something similar here if they wanted to.
Does anyone know if there's an extremely simple list anywhere of all the warriors and their Best Links? I know the Serebii and Gamefaq stuff but I just want something I can print on one page in Notepad and stick in my carrying case and those are way too stupidly complex.

Yeah, that's how it works. I got lucky and hit a starly with a not-very-effective attack and it turned into zorua. I was like, "seriously?"

I had Oichi use the Dragonair I trained up in the main storyline. Made beating Ranmaru and her one warrior really easy -- especially when one of them got caught in one of Chrysalia's bullshit traps and let me 2-for-1 them with Dragon Tail. :P
The Dratini I got for Oichi became a Dragonite right before the Nobunaga fight. Just started the side story. Feels fun recruiting the trainers I had before, having their pokemon roster update to what they had previous and just wreck castles with fully evolved mons.

I don't know if you phrased this awkwardly and hence I misunderstood or perhaps you made a typo, but in any case, just to be clear: Ranmaru is male.
If Ranmaru is male why is he one of the enemy warlords in the Rose of Ransei story - a story, which is about a war amongst Ransei's female warlords?
I thought he was female at first too, but he's referred to as male in his in-game profile, and the real Ranmaru was male too. Not sure why he is in the Rose of Ransei stories though.
Also, the historical Ranmaru was Nobunaga's lover, which Wikipedia tells me was normal back then, but you know how modern Japanese games tend to treat gay characters...

I find it funny that Kai's warlord evolution is the only one that reduces the amount of clothing covering her. The rest of the warlords add a whole bunch of extra frills.

Modern Japan, while not the worst place to be gay (it's one of the more open countries in Asia), isn't the most tolerant society either. As usual, big cities like Tokyo are more open to gay couples than rural areas. In Japanese video games, gay men tend to be depicted as particularly effeminate, though it's not always clear to Western audiences whether a character is supposed to be gay or simply a dandy, as the two character types tend to dress and act similarly. Anime and manga tend to have a wider representation of gay and lesbian characters, according to the audience they're aimed at.
At any rate, I suspect that Ranmaru's "feminine" placement in the Tecmo Koei games has at least something to do with his historical relationship with Nobunaga, who as the powerful party in the relationship would be stereotypically assigned the masculine role. I don't actually know if that role was historically prescribed to the warlord in a warlord-retainer relationship in feudal Japan. Note that in the 16th century these guys wouldn't be considered "gay" by modern standards (it was the same in most societies... being "gay" as a social identity is a pretty modern institution). Nobunaga also had a wife and female consorts.

I'm pretty much living proof that simply completing the main story isn't enough.
I really don't know if I should restart though - I want to have more of the warlords that I had evolve, but at the same time I dont want to lose 36 hours of game time.
Does the game start saving your link percentages in the side stories, or is it basically start over every single time? That will definitely effect my decision, because getting links up takes goddamn forever and these side stories don't give you much leisure time.

Yeah, pretty much. The Dynasty Warriors games do this, too. Every time there's a 'women-only' battle, you can be sure Zhang He makes an appearance.

Also, I'm seriously considering restarting. I feel like I kinda screwed myself a little not taking my time and leveling up more in the main story.
The main character won't evolve a second time until you beat the main story.
