I've had this problem before but it fixed itself after an hour. This time it's being much more stubborn, it's been a day or two now.
The game will boot up, and then refuse to progress past the copyright screen.
I've rebooted my computer, verified the integrity of the game cache, and defragmented the cache under steam properties
