Does anyone know how to make a mask in photoshop?

I've been trying to make a mask that has to be made up or the !6 windows basic colours (also not sure how to check which ones they are)

    Looks like this has the Windows colors. Basically the Primary and the Complementary.

    In photoshop, go to Image -> Mode -> Indexed Color (instead of RGB).
    In the Palette, you choose "Custom" and start filling in the colors with the ones in that link.

    You can also do this by making a 4x4 pixel canvas, fill in each pixel with the pencil brush, then extract the color palette/index from the image. You can then apply the color palette to any image to make it use only those colors as best it can.
