Work computer frame stuttering?

So recently my work desktop has developed what I would call frame stuttering. I hate to say stuttering, because it looks like a loaded topic elsewhere, but I don't know how else to describe it. I've been playing Minecraft on here just fine during off-ours with no problems (except having to run things on low settings) for months. This issue only cropped up maybe two weeks ago. Even the spinning nvidia logo has the issue: Nice smooth frames and then *blink* it jumps. It's ALMOST at regular intervals but..not quite. Maybe around twice a second. It's making things unplayable.
I've got:
intel Core i5 3.33 ghz
4gb of ram
NVIDIA Quadro NVS 285 graphics card
Windows 7 Enterprise Ed. 32bit
So far I've tried swapping the card with another 285, running a check on the ram and the hard disks, and trying every driver under the sun, forward or backwards.
It's just my work PC, so I'm not crying here, but I desperately want to solve this mystery!

More specifically, since you checked the card and drivers, it's almost certainly a software problem; some service or application in the background is making unreasonable CPU demands.
There's also the remote possibility that it's a heat-related issue, either the CPU or video card might be throttling due to some kind of airflow problem?
Without more information on what you've tried, that's my best guesses. I hope this helps!

PerfMon will show this as a spike in your CPU usage graph, and the times should correspond to when you are getting game stutter, if it's actually a CPU issue.
Elbasunu, just to make sure - you have Process Explorer installed, right? Although it's more of a spot-check than a logging solution it should show a process hogging the CPU in realtime.
