Edit sound in a video

A friend of mine said they'd watch the debate if it sounded as if they were all on helium, or those "ID protection" scramblers.
I figured either of those would probably be pretty straightforward with the proper software.
Is there anything out there? I'd even throw some money at it if the program was good enough.

    Yeah, Audacity is what you want. You can load the video with sound right into the program and it'll pull just the audio out, then you can change the pitch, save it as a .mp3 or .wav and export it, then use some video editing software to put the new sound in.
