Help me find this book

Death of Rats

So, around 11-14 years ago, I read a book which I can't remember the name of, or even the plot of all that well.

The main characters were kids in some sort of post apocalyptic setting. One of them lived in a train car, they were being hunted, and there was a girl with special powers (I believe she could light things on fire with her mind). I think there was a power plant they were trying to destroy, but I can't be sure. I believe it was the first in a series of book, and for the life of me I have no idea if it was any quality. Any help?

I think the Fire Brats one might be it. Doesn't have all the elements I remember, but it's been quite a while.
