Name the book(s)

This has been bothering me for a while now. I basically just want to find out what the name was and try to find a summary, so here's everything I for some reason remember:

This was a book or books that I read somewhere between ten and fifteen years ago, they were fantasy-ish and in retrospect I think they may have been for girls, although I didn't realize at the time.

1) I'm all but positive it was a series, I think four or five books.
2) The main character was a girl, I think she was also with her younger brother.
3) If there was a second book, it begins with the main character and another character (a love interest?) looking for someone, I think the other character's uncle.
4) I think the villains had masks, that the masks featured heavily in the story. The main bad guy may have been someone with no face wearing a mask, or I may have made that up later.
5) The end of the first book IIRC takes place in a tunnel where it's extremely cold and something important happens. I remember this scene as being almost unbearably tense. I think there was a similar scene later on, both of them revolving around scary places underground that were sources of power for the villain or villains.
6) A later book features a city with roofs made of gold.
7) I remember being disappointed by the end of the last book, but I can't remember why. I think either it was too vague for me to get it or it ended in a bittersweet fashion. It's also possible there were more books but I never read them.

So there it is. I mainly remember specific parts and mental images that I had of the locations, not names, the plot, the author or really anything useful. Also I may be mixing two different series here, I'm really not sure.

I'll try to answer any questions, but I really don't feel like I can trust my memory very far on this.

    Also I think His Dark Materials is quite new. Loved the story, spent most of it trying to strangle the author.

    I'm not in a place where I can easily do a bunch of research, but in case it helps you remember something or clarify memories you have, for some reason your description brings to mind for me The Phantom Tollbooth.

    Neither of those, sorry.

    It wasn't in a modern setting, I'm almost sure. Also it was serious, not like The Phanom Tollbooth at all.

    I remembered one more part that I think was in one of the books. The protagonists are living in a seaside village where they're safe, and the main character is talking to the character I think was a love interest, and he says he doesn't want to be a pearl fisherman.

    It's incredibly annoying to remember certain things so well and all the rest of it not at all. Thanks for guessing so far.

    Parts of your description remind me of the obernewtyn series, at least I know the first book starts with a girl and her brother. And I think there's at least one book in the series they spend looking for a relative. Is been about fifteen or twenty years since I read them so I'm not sure, but it does ring some bells.

    It has occurred to me that since I didn't read the books in English, maybe they weren't translations and none of you ever read them. But I don't think so.

    It reminds vaguely me of the Dalemark Quartet by Dianna Wynn Jones.
    But that might just be my own hazey memories of it interacting with his. Specifically it reminds me of Cart and Cwidder and Spellcoats
