Seattle/Puget Sound area colleges where room/board is covered under student loans

Short and sweet this time. Hopefully you guys can help me out. I'm looking to help out someone very important to me - she'd like to go to school in the Seattle area, or anywhere in King/Kitsap county or thereabouts, but so far investigation has turned up that only tuition is covered by student loans. Does anyone know of any place where lodging would be included in tuition or otherwise covered by state/federal loans? I'm a filthy Canadian and thus not too familiar with how student loans run down there.

Okay, I was going off of what she said. She told me that the Art Institute of Seattle (for example) informed her that loans wouldn't cover her room and board while she was at school there. Perhaps they misinformed her, or she heard wrong? Or maybe they thought she was talking about alternative (not federal) loans that perhaps have different conditions. I'm not sure.

That's very strange. Assuming she is planning on filling out a FAFSA (she is, right?) her loans should be need based and will be applicable to all aspects of schooling.

Okay, I talked with her briefly on the phone - she definitely confirmed that this Art Institute rep had made it very clear room and board (Seattle area apartments leased out by the school) were not covered by loans. She said she'd email the rep again.

My question is this: say she definitely wants to go to AI for a Pastry Chef certification. That's 16 months of schooling. It's no more expensive overall than a 4 year arts&sciences degree, but it's compressed over 16 months. All the Federal Aid resources I've seen are targeted towards people completing 4 year degrees; they talk about maximum loans doled out per year of school. Are there accessible resources for people wanting to attend technical schools and programs that last 2 years or less?
