Animal neglect, possible abuse?
so i live in a not so great neighborhood. i walk around a lot, and they are a lot of stray cats. in particular, right down the road is a house with about 6 kittens in the yard. the house puts out food for them, but i'm 99% sure these cats never go inside. this morning i was walking by and saw one of the kittens walking funny. it looked like the right front paw had been broken badly, and it was walking on the leg gingerly with the paw at a sickening 90 degree angle. i tried to coax the cat over but it was having none of that.
i knocked on the door but nobody came to it, despite several cars being in the driveway. should i call animal control? the police? i'm not sure where to go from here, but i want that cat to get some help.

Very distinct possibility depending on how crowded the shelter is. Give the people who live at the house a few more tries or try and capture the little one (how fast can a kitten with a broken leg go?) and take it to the vet yourself. If they're not wearing collars and aren't registered with the country, you can just feign ignorance and say "I just found this wounded cat and brought it in for help."
Or ferals. My sister-in-law is a veterinarian and has a colony of feral cats outside her house. That said, those ferals probably get better treatment than a lot of domestic cats, and it doesn't sound like 3.5-legged kitty is getting any treatment at all.
That said, if there's a kitten with a broken leg, letting animal control know about it is probably a good course of action. Whether it belongs to the people feeding it or not, it sounds like it needs medical attention -- and they can do things like check for a microchip, etc.
Wow, that's really jumping the gun. You may have just doomed some people's pets.

AC isn't going to take anybody's pets away if they're actually being taken care of, but if they're hurt/neglected/underfed/etc. then animal control is in the best position to get them the care they need
Regardless (and we don't know either way, but it's generally not a very happy ending seeing as how over crowded most shelters are), he should have made more than one attempt to speak to the possible owners before calling Animal Control to come scoop them all up just because he saw one wounded cat.
And they will take them away if they're not all collared/tagged. Something people in a less than nice neighborhood might not be able to afford to do.
What's more, kittens do not stay in shelters, and don't get put down unless they're very sick. They get adopted, because people want kittens, and the younger they are the easier they are to home. I'm in the "saved a whole bunch of neglected animals" camp here, and good on you, @Local H Jay.
