My Wired Xbox 360 controller isn't working on my new laptop. I saw here

that someone was having a similar issue. Now, I have Windows 7 Home Premium on a Dell Inspiron 5520 with a 64bit OS. The controller is the Wired Xbox 360 Batarang. If it wasn't obvious, it's not a plug n play. I have also tested it on other computers(One being a very old Alienware with Vista, and my younger brother's Toshiba Laptop with Windows 7) and it works absolutely fine. They could just plug it in, it found the drivers and installed them perfectly. With me, however it finds no drivers, and upon going to Devices and Printers it shows it under Unspecified and only gives me the options Troubleshoot, Properties and Create Shortcut. I've installed it several times, and troubleshooted it. Nothing works. I also already downloaded this
http://www.microsoft.com/hardware/en-us/d/xbox-360-controller-for-windows and just like in the above topic solves nothing. When I inspected the properties under the Batarang controller on my brothers computer, it looked like one main drivers it ran was this
"xusb21.sys" which I guess is found and used in one of the drivers used for controllers in the older versions of windows. Specifically, from this forum
http://www.hardwareheaven.com/gaming-discussion/122851-xbox-360-controller-drivers-6-0-5435-0-a.html (Xbox360eng)
While it would give me "xusb21.sys", I unfortunately can't install it from that topic. Apparently Xbox360Eng works for XP1 or XP2 only. Which I find a little strange, considering my brother has it and he's on windows 7. I also can't find xusb21.sys on it's own to download.. I've been at this for about 6 hours straight. If you guys have any ideas, I'd greatly appreciate it. I'm at a loss as to what to do. I also apologize for any typos or poor grammar, it's nearly four in the morning and I'm exhausted.

-Did you try a different usb port?
-As well, you mention that it's *not* PnP, so have you tried searching for drivers from the manufacturer of the controller?
And yes, I tried a different USB. I did, as I believe I mentioned above, look for the manual drivers. Which unfortunately does nothing.
