Program to launch programs at certain times?

Well since I've managed to blow my allocated peak time download cap this month. (Yes Australia has limited downloads with ADSL, yes it is retarded) I need something so come next month I can do all my big ticket items in the off peak time.
Is there any program available that will boot up another program at midnight and just let it download from then on.
Or is there a setting in uTorrent to do this also?
Fairly certain Utorrent has a scheduling option to deal with exactly the issue you want.
Shame, I was hoping for some leads on how to get my Pitboss server to save and reboot automatically, I suspect without some serious coding like stuff what I want won't work.
Edit: Yes, it's Utorrent->Options->Preferences->Scheduler Tab leads you to a wonderful graphical interface. Click the check box for "Enable Scheduler" Then just click on boxes until they go white during the time frames you do not want downloading to happen.
