Simple Solution for [FTP]ing Into My Home PC?

So I'd really like to set up what I guess is a home server. I just want to be able to acccess all (versus specifically shared files/folders) of the files on my home PC from my laptop, phone, or a public computer. Is there a simple solution for this? I've tried the LifeHacker guides, but can't seem to get them to share my entire C:\ and other drives, and it's enough of a pain in the ass to troubleshoot (or seems like it is) that I don't enjoy the prospect of trying to do it anymore. Is there a one-stop-shop solution for sharing all of my files?
I'd be willing to pay maybe up to $15 (or a nominal annual fee) for such an application/service.
