So I recently got a new computer after much too long, and my old dinosaur of a computer does not want to let me transfer files. First I tried to use a flash drive, but the driver that was necessary to use it on the 98 would not install correctly. So I figured I would have to do it the hard way, setting up a network connection. I have quite the volume of files anyway, so this seemed the logical way to go. But no matter what I do, the damn network connection won't work! So, H/A, I really need your help with finding a way to transfer a large amount of files (and a couple programs) to my new computer.
Given the vast period of time between Vista and 98, I really doubt that you'll have an easy time of a 98 machine being recognized by a Vista machine. (Hell, I've had troubles getting an SP2 machine to see a pre-SP1 machine).
Really, the easiest thing you can do is take the hard drive from your 98 machine and put it in your Vista machine.
If it was feasible, I'd suggest finding an unused license to XP and installing XP on your new machine. Trust me, Vista will continue to give you problems if you have printers/scanners or other peripherals you like to use. For six months until companies can get their drivers signed/certified/baptized/whatever by MS, or for another year(hopefully) until the first service pack.
I dunno what kind of experience you've had outside 98, but all I remember was that Pre-SP1 XP was a very painful experience, a pain very reminiscent of the current Vista experience.

Do not feel trapped by the need to achieve anything, this way you achieve everything.

Are they on the same workgroup, the same subnet, and can you ping each other? Are you using a cross over with nor switch or router? It is kind of hard to help you when you don't tell us anything about how you have it setup. Moving the hdd will be the fastest for transferring data, but there is no reason to not be able to do it over the network.
