What causes [bracketed] parts of titles to get the neat effect?

Like the title says. It seems pretty arbitrary, skimming through the different forums. Is this a manual thing the mods are doing? Is it just some key popular threads?

    It represents tagging.

    When it was first turned on, anything in brackets could be turned into a tag, which promptly was broken and/or abused by people.

    After that, the mods/Icy cultivated a list of "standard" tags. It's just a graphical overlay over the text.

    Recurrent threads get the tags. Off the top of my head, Steam and Industry in G&T, and other forums have tags like NFL, Chat, and so on.

    Also, every thread in the Hub has a tag to make finding things easier.
