Using Google Voice for international calls

Man I can not figure out international call rates.
So here is the scenario:
My dad went to Vietnam (we both have tmobile same plan).

Using T-mobile's services if he calls me, its 20¢/minute.
If I call him (without their 'special plan') its $3.99/minute.

But with Google Voice (which we both have) they say it's 8¢/ a minute.
So we put $10 on his account.

So if I call him, it should be 8¢ a minute?
What if he call me? Does he have to use my t-mobile number or my google number? Or does it matter?

Do I need to put money on my t-mobile account? Do I call his google voice number?

Naturally I can't 'google' it and T-mobile "doesn't know how google voice works."
Ugh. What a headache.

    I use GVoice, but have used it only to make international calls from the US. So, not sure how it works when abroad making calls to the US.

    I call my GVoice number. When I hear the voicemail I hit "2" and it prompts for PIN. I enter PIN and I get another dialtone, then I dial internationally (UK) getting sweet sweet VoIP rates.

    That would be what you do (dialing his landline or mobile number in Vietnam, not his GVoice number), and for him I 'd think he would call his GVoice number, "2", PIN, get dialtone and then dial your T-Mobile number.
