Horizontal lines on Samsung LED/LCD

I purchased the UN46B7000WF back in Christmas of 2009, so I'm past my warranty. I've had no issues with the TV up until now, but this is a big one. I have repeating horizontal lines from top to bottom on the left side of my screen. They're thin grey lines, so it's just enough to be annoying. I'll post a link to a picture later. The lines show up on both HDMI inputs, and even on the TV menu when I remove all inputs.

I looked through forums and some people think that issue comes back to the LCD panel, which is $1000 just for the part (not to mention labor). The upgraded model of this TV (4 years newer) is only $799, so it's definitely not worth fixing if that's the issue.

Has anyone had this problem and been able to fix it?

    Are the lines static, or do they scroll up the screen?

    If they scroll up the screen, it could be due to dirty power. Although I haven't seen this problem much on TVs in the last 3 years, back in the day a noisy AC line would cause a slow vertical line to continuously scroll up the screen.

    Plugging the TV in through a power conditioner or a good power bar might help.

    If they're static lines (they don't move), then you may be better off looking for a new TV.

    You might want to call customer service anyways. Samsung had some issues with bad capacitors and were slammed pretty hard for it. My parents's TV died for example, it was way out of warranty, but my dad called anyways and they sent someone to fix it at no charge to them.

    Worse thing that will happen is they'll say "Sorry, your TV is not one of the covered models and to repair that problem would be x dollars"
